Fetal Alcohol Spectrum Disorders: Assessment, Eligibility, and School-Based Interventions

Dr. Bylund has been serving children and youth with known and suspected disabilities, in both public school and private settings, for the past 15 years. He holds a Masters (MA) degree in Counseling, Education Specialists (Ed.S.) degree in School Psychology, and Doctor of Psychology (Psy.D.) in Educational Psychology with an emphasis in Neuropsychological Assessment and Intervention. Over his career, Dr. Bylund has served as a school psychologist, school district director, university instructor, and founded a non-public agency that provides psychological services to children in schools. Now working full time in private practice, he specializes in neuropsychological evaluations of children and youth.

James Hiramoto, Ph.D. Is a graduate of UC Berkeley’s School Psychology Program with 25 years+ as a school psychologist; 10 years+ as professor/program director of a masters and doctoral program in educational & school psychology; 7 years with the Diagnostic Center, North, California Department of Education; and 5+ years as a school board member. He has provided professional development trainings statewide to over 25 SELPAs and County Offices of Education, 25 school districts, and for CASP and affiliate associations, as well as nationally and internationally. He has served many roles for CASP over the years: Including Region II Rep and is now serving as Assessment Specialist. He has written and co-authored CASP Position Papers such as Regarding African American Student Achievement and Success and the recent CASP Resource Papers-School Psychology Practice during COVID Series #1 and #2. Currently, he works full time as a school psychologist for Lodi Unified School District.
