CASP’s Response to CDE’s Memorandum on Special Education of African American Students – Sept 14, 2022

On September 14, 2022, the California Department of Education (CDE) issued a Memorandum on Special Education of African American Students. Due to the confusion of this document, a CASP committee met with the CDE over the course of the past year, and CASP now has new guidance around this shift in policy. First, we would like to acknowledge the significance of this case, which took place 52 years ago, and the impact it has had for African American students and their families. This case shaped the evolution of Cognitive tests and assessment practices, and this guidance will significantly change the assessment processes for African American students in California. CASP is hopeful that this is a positive step towards providing comprehensive assessments for all students. Further, we believe that assessment alone does not drive student success and it is essential to provide quality programming, resources, and support to ensure the success for all African American students in our state. CASP will continue to provide our membership with continuing updates and resources as this change moves forward.
